SCOTTSDALE, ARIZONA MARICOPA COUNTY
Scottsdale car sales tax, title & registration guide
Buying a car in Scottsdale involves more than applying a single sales-tax percentage. The city distinguishes retail transaction privilege tax (TPT) from use tax, and the address of the dealership can matter when comparing nearby communities. Scottsdale also changed its municipal rates effective July 1, 2025. Use the calculator above to estimate your own vehicle costs; this guide explains the current figures, the meaning of the change, and the charges that do not belong in the retail tax line.
An ordinary Scottsdale dealership sale
What makes up Scottsdale's car sales tax?
For an ordinary fully taxable dealer retail transaction correctly sourced within Scottsdale city limits, the published rate combines Arizona's state tax, the Maricopa County retail portion and the Scottsdale city retail rate. The city's official ADOR code is SC; its general retail business classification is 017. This rate is not automatically attached to every vehicle bought by a Scottsdale resident. [1]
| Tax jurisdiction | Rate | What it covers |
|---|---|---|
| Arizona | 5.6% | State retail portion |
| Maricopa County | 0.7% | County retail portion |
| Scottsdale (SC) | 1.7% | City retail classification 017 |
| Combined standard retail TPT | 8% | Before transaction-specific deductions or exemptions |
The Scottsdale locality data has no special vehicle retail tier. Unlike a Phoenix dealer's tiered city retail calculation, these Scottsdale examples use the standard combined rate on the eligible taxable base. Verify any special transaction or deduction before relying on the estimate.
An important Scottsdale-specific change
Why an older Scottsdale tax worksheet may disagree
Scottsdale's city tax rates changed on July 1, 2025, following the city's Proposition 490 process and Ordinance 4676. The current municipal retail and use classifications are different rates, and both differ from their earlier published levels. If you are comparing a vehicle quotation to an older invoice, saved spreadsheet or article, check the transaction date and business classification before assuming one of the numbers is wrong. [2]
| Transaction | Scottsdale city rate | Example situation |
|---|---|---|
| Retail TPT (017) | 1.7% | Taxable car sold by an in-city dealer under ordinary retail rules |
| Use tax purchases (029) | 1.5% | Qualifying otherwise untaxed purchase brought into use within Scottsdale |
The retail and use percentages are not stacked on one ordinary dealer sale. A tax invoice should identify which tax applies, and any use-tax credit for tax already paid must be assessed separately.
Where the dealer actually makes the sale
Scottsdale versus nearby dealer tax jurisdictions
Scottsdale shoppers may compare dealerships along the Phoenix border, in the East Valley, or on roads near unincorporated areas. A Scottsdale mailing address alone does not prove that the taxable transaction belongs to Scottsdale's city code. The comparison below uses the same hypothetical $40,000 taxable dealer purchase in several distinct, standard retail jurisdictions, rather than assuming the buyer can choose a rate by changing residence. [1]
| Dealer jurisdiction | Combined retail rate | Estimated tax |
|---|---|---|
| Scottsdale | 8% | $3,200.00 |
| Mesa | 8.3% | $3,320.00 |
| Chandler | 7.8% | $3,120.00 |
| Unincorporated Maricopa County | 6.3% | $2,520.00 |
What a Scottsdale–Mesa comparison shows
On that same fully taxable dealer price, the illustrative Mesa tax is $120.00 higher than Scottsdale. The difference reflects the legal retail location classification, not a guaranteed savings from changing your address. Confirm dealership location, sourcing, vehicle category and any applicable exemptions first.
A purchase from a Phoenix dealer needs its own calculation, because Phoenix uses a different city retail tier on qualifying items. It would be misleading to apply Phoenix's advertised base percentage to every dollar of a high-priced vehicle without accounting for its tier.
Dealer purchases with transparent assumptions
Three Scottsdale car sales-tax examples
Each case assumes an ordinary taxable retail sale sourced to a Scottsdale dealer. The purchase prices and trade-in amount are hypothetical; an actual trade-in must qualify under applicable Arizona rules. These totals estimate retail TPT only, excluding title, registration, VLT, dealer add-ons and financing. [3]
Example A: where the $19,000 car tax comes from
| Component | Estimated tax |
|---|---|
| Arizona state portion | $1,064.00 |
| Maricopa County retail portion | $133.00 |
| Scottsdale city retail portion | $323.00 |
| Total estimated retail TPT | $1,520.00 |
Example C: why an eligible trade-in can matter
Assuming the full $9,000 allowance qualifies, the taxable base on the $46,000 car becomes $37,000. Estimated TPT drops from $3,680.00 to $2,960.00, a difference of $720.00. Confirm the dealer's paperwork and that the deduction actually applies.
Not the same as dealer retail TPT
Scottsdale vehicle use tax and out-of-state purchases
Arizona vehicle use tax can apply to a vehicle bought from an out-of-state dealer and brought into Arizona for title or use. For a qualifying vehicle use-tax transaction associated with Scottsdale, the standard statewide component plus Scottsdale's municipal use portion gives an illustrative combined rate of 7.1%. Unlike a Scottsdale in-city dealer retail example, this calculation does not add Maricopa County retail TPT. Any tax already paid elsewhere, applicable credits and exemptions require case-by-case review. [4]
| Use-tax component | Rate | Illustrative amount |
|---|---|---|
| Arizona | 5.6% | $1,568.00 |
| Scottsdale | 1.5% | $420.00 |
| Before possible tax credits | 7.1% | $1,988.00 |
Do not treat an occasional sale between individuals as an in-city dealership retail sale merely because the buyer or seller lives in Scottsdale. Even where transaction taxes do not apply, the buyer still has title, registration and possible emissions obligations. The buyer's paperwork determines what MVD collects.
What sales tax does not cover
Arizona title, registration, VLT and emissions checks
Scottsdale does not set its own vehicle title fee or vehicle license tax. Arizona MVD calculates these separately. Vehicle license tax generally depends on the original manufacturer suggested retail price (MSRP), vehicle age and the applicable vehicle class—not simply the price you negotiated today. [5]
| Item | Amount or rule |
|---|---|
| Vehicle title | $4.00 |
| Standard passenger registration | $8.00 |
| One-year air-quality research fee | $1.50 |
| Air-quality compliance fee, if applicable | $0.25 |
| Initial assessed value for regular new-car VLT | 60% of original MSRP |
| Regular new-car VLT per $100 assessed | $2.80 |
Illustrative first-year VLT on a $46,000 original MSRP
Assessed vehicle value: $27,600. Estimated regular first-year VLT: $772.80. This illustration is for a regular new-car calculation, not a used-vehicle renewal or an alternative-fuel special treatment.
Scottsdale is within the greater Phoenix area, where Area A vehicle-emissions testing may apply to a vehicle registered or regularly used in a covered area. Not all cars require a test: eligibility depends on the emissions boundary, vehicle age, fuel type and exemptions. Check the actual vehicle and address before paying for testing. [6]
Before you pay or transfer a vehicle
A Scottsdale buyer's practical checklist
- 1Verify the seller's actual tax location.
Check the dealer's business location and the city code used on its itemized invoice. A Scottsdale postal address is not proof of Scottsdale tax jurisdiction.
- 2Separate price, taxes and optional extras.
Compare the taxable selling price with the trade-in deduction, accessories, dealer-added products, documentation charges, registration and financing. Do not mistake an entire out-the-door quote for just sales tax.
- 3For a private sale, verify title status first.
Check the VIN and any lien through Arizona MVD's title services. Eligible vehicles can use eTitle Transfer, but liens, ownership details or vehicle status can prevent an online transfer. [7]
- 4Plan title and registration promptly.
Arizona generally requires a buyer to apply for title within 15 days. The seller's registration does not transfer to you; confirm any temporary operating permit before driving a newly purchased private-sale vehicle.
- 5Check MSRP, emissions and plate choices.
Ask for the original MSRP for a reliable VLT estimate, check whether the vehicle needs an Area A emissions test, and verify any plate transfer or specialty plate costs separately.
Common Scottsdale buyer questions
Scottsdale car tax and registration FAQ
What is the standard Scottsdale dealership car sales-tax rate?
For an ordinary taxable retail sale correctly sourced within Scottsdale, the combined state, county and city retail rate is 8%. Exemptions, trade-ins and different transaction types can change the taxable amount.
Why does Scottsdale show a different use tax rate?
Scottsdale's city retail TPT is 1.7%, while its city use-tax rate is 1.5%. Retail and use tax apply to different circumstances; they are not ordinarily added together on the same dealer sale.
Did Scottsdale's municipal tax change in 2025?
Yes. Scottsdale changed both its retail and use classifications effective July 1, 2025. If you see an older city figure, check the date and official business classification rather than using it for a current estimate.
Can I use Scottsdale's rate for a dealer across the Phoenix border?
Not automatically. The legal sourcing and dealership jurisdiction matter. Phoenix also has its own single-item tier, so a high-priced vehicle needs an appropriate Phoenix calculation.
Does a private seller's Scottsdale address create city retail TPT?
No, not by itself. An ordinary casual individual-to-individual transfer is different from a licensed dealer's taxable retail sale. Title, registration and applicable fees are separate.
Do I pay vehicle license tax based on what I paid the dealer?
Regular Arizona VLT generally starts from original MSRP and adjusts for vehicle age and classification, rather than using your negotiated price alone. Use the actual vehicle details in the calculator.
Does every Scottsdale car need an emissions inspection?
No. Applicable Area A boundaries, vehicle model year, fuel type and exemptions control testing eligibility; check your specific vehicle and registration or use address.
