Atlanta-area buyers who reside in Fulton County pay Title Ad Valorem Tax through Fulton Vehicle Tags—even when the dealer lot sits in another county. On a new $38,000 dealer purchase with no trade, TAVT alone is $2,660; add title $18 and a one-year tag $20 for about $2,698 before lemon-law or alternative-fuel extras. Confirm fair market value in the official DRIVES estimator.
How much is vehicle tax in Fulton County?
Georgia replaced ordinary sales tax on titled motor vehicles with Title Ad Valorem Tax (TAVT). The standard buyer rate is 7.0% of fair market value—the same in Fulton County as in every other Georgia county. Places such as Atlanta (Fulton side), Sandy Springs, Alpharetta, Roswell, Johns Creek, East Point, College Park, Union City, Fairburn, Hapeville, Milton, and other Fulton cities do not get a higher or lower TAVT percent. Tax Commissioner Dr. Arthur E. Ferdinand collects the tax locally, but the rate itself is statewide.
Do not stack county or city sales tax on top of TAVT for a titled motor vehicle. Do not use the old 6.6% figure. Cash down does not shrink TAVT. Out-of-state sales tax you already paid does not credit against Georgia TAVT.
New dealer $38,000 — Fulton County
Used dealer $18,500 with $3,000 trade
Because Fulton County is a Clean Air Force county, many gasoline light-duty vehicles model years 2002–2023 also need an annual emissions test before tag purchase or renewal. Pay that fee to the inspection station—it is not built into the 7% TAVT line.
Step-by-step formula
1. Build fair market value: new dealer = retail selling price − qualifying trade − manufacturer rebate; used dealer (not buy-here-pay-here) = retail − trade; private/casual = Georgia Motor Vehicle Assessment Manual average (no trade reduction).
2. Choose the rate path: standard 7%; new resident already titled/registered out of state 3%; immediate family gift or inheritance already on TAVT 0.5%; divorce already on TAVT 1%; certain veterans and nonresident military paths may be $0 TAVT when the right form applies.
3. TAVT = FMV × rate (round to cents as DRIVES does).
4. Add title $18 (timely filing), passenger tag $20 (or $40 for a common two-year issue, or $5 transfer), lemon-law $3 on new sale/lease only, and personal alternative-fuel fee $238.59 when the July 2026–June 2027 bulletin applies.
5. Pay at the Fulton County tag office; verify FMV in DRIVES before you write the check.
Step math — $38k new, $3k trade, $1k rebate
Step math — private $18,500 manual FMV
Trade-in, dealer vs private
A named trade-in with VIN reduces dealer FMV. Manufacturer rebates reduce FMV on new dealer deals. Private-party sales use the assessment manual average; your handshake discount or a trade you arrange privately does not cut the TAVT base. Financing—even at a sample 7.14% G.19 APR—does not change TAVT.
Dealer path — trade helps
Private path — same sticker, no trade cut
Local overlay and emissions in Fulton County
Fulton County does not add a second buyer percentage on top of TAVT. The 35% state / 65% local split of TAVT proceeds is an accounting rule—not an extra 65% you pay. The City of Atlanta spans Fulton and DeKalb. Your tag and TAVT follow the owner’s residence county on the registration, not the mailing city alone. Fulton is also a Clean Air Force emissions county for qualifying gasoline light-duty vehicles.

Title and registration fees
Statewide DOR fees collected in Fulton County: title $18 within 30 days, annual passenger tag $20 (new issues often $40 for two years), tag transfer $5, lemon-law $3 on new sale/lease, personal AFV licensing $238.59 for registrations in the July 1, 2026–June 30, 2027 window when applicable. Card, mail, or branch convenience charges are whatever the office posts—enter those only when you know them.

Gifts, out-of-state, renewals
Immediate-family gifts already on TAVT file with the Fulton Tax Commissioner at 0.5%—title and tag still apply. Inheritance on form T-20 for immediate family already on TAVT is also 0.5%. Non-family gifts stay at 7%. Divorce already on TAVT is 1%. New residents already titled out of state pay 3%. Tag renewal on a vehicle already titled under TAVT: $0 new TAVT and $20 tag plus any required GCAF emissions test paid to a station. Nonresident military SCRA may claim PT-472NS so TAVT is not required (sales tax or voluntary TAVT may still matter)—ask the tag office. Veteran MV-30 zero-TAVT covers only 100% disabled veterans, POW, Purple Heart, and Medal of Honor—not every veteran.

FAQ
Is TAVT higher in Fulton County than in rural Georgia? No. The buyer rate is 7% statewide. Local collection and emissions rules differ; the percent does not.
Can I deduct a private-party trade? No. Only qualifying dealer trades (and new-vehicle rebates) reduce FMV.
Do I need emissions in Fulton County? Usually yes for qualifying gasoline cars and light trucks in model years 2002–2023 (with listed GCAF exemptions such as the newest three model years, certain diesels/AFVs, and weight exclusions). Confirm on the Clean Air Force motorist page before you renew.
What if my car is still on annual ad valorem? Pre-March 1, 2013 systems can stay on annual millage or elect full TAVT. Millage varies by tax district inside Fulton County—use county or DOR tools rather than guessing a rate.
