How Minnesota County Wheelage and Excise Tax Work: Complete Guide

Rates sourced from Minnesota Driver and Vehicle Services and updated in real time

Minnesota’s motor-vehicle sales tax is a statewide rate collected by DVS. What this county official rates adds are local dollar levies some counties attach to registration: wheelage tax and, in adopting counties, a transportation excise tax. Hennepin is not Otter Tail. This guide compares those live dollar amounts and names the counties on the official rate data. Right now the highest county excise tax is 20% in Anoka / Beltrami / Carlton / Carver / Dakota / Goodhue / Hennepin / Kandiyohi / Otter Tail / Ramsey / Scott / Washington, and the lowest is 0% in Aitkin / Becker / Benton / Big Stone / Blue Earth / Brown / Cass / Chippewa / Chisago / Clay / Clearwater / Cook / Cottonwood / Crow Wing / Dodge / Douglas / Faribault / Fillmore / Freeborn / Grant / Houston / Hubbard / Isanti / Itasca / Jackson / Kanabec / Kittson / Koochiching / Lac qui Parle / Lake / Lake of the Woods / Le Sueur / Lincoln / Lyon / Mahnomen / Marshall / Martin / McLeod / Meeker / Mille Lacs / Morrison / Mower / Murray / Nicollet / Nobles / Norman / Olmsted / Pennington / Pine / Pipestone / Polk / Pope / Red Lake / Redwood / Renville / Rice / Rock / Roseau / Sherburne / Sibley / Stearns / Steele / Stevens / Swift / Todd / Traverse / Wabasha / Wadena / Waseca / Watonwan / Wilkin / Winona / Wright / Yellow Medicine. Hennepin is 20%; Ramsey is 20%. If you live in Hennepin rather than Ramsey, the gap is $0.00 ($0.00 on the local fee). This guide compares 86 localities across 86 counties. Rates are sourced from Minnesota Driver and Vehicle Services and update in real time so a levy change cannot leave a stale percentage in the prose.

Why the locality on the title changes the bill

You pay the county of registration. A Rochester (Olmsted) plate does not pick up Hennepin’s excise just because you commute on I-94. Counties that never adopted a levy show zero in that column.

Hennepin sits at 20% while Dakota sits at 20%. If you live in Hennepin instead of Dakota, that is $0.00. People move this gap around without meaning to: a dealer in a cheaper jurisdiction does not rewrite the sourcing rules. The live comparisons below use the same county transportation excise tax field the calculator uses.

How this state taxes (or fees) a vehicle

Minnesota Statutes Chapter 297A / 297B impose motor-vehicle sales tax at a statewide rate (6.5 percent of the purchase price in current law, collected at title). Separately, Minn. Stat. § 163.051 authorizes a county wheelage tax, and other provisions authorize county transportation sales/excise add-ons that some counties apply as a flat or structured fee in the current official rates. This article’s featured live rate is county excise; wheelage appears in comparisons and the appendix. Neither column is the statewide MVST.

DVS and deputy registrars collect MVST and local wheelage/excise at title or tab renewal. Moving counties changes the next registration.

Important: These are generally flat (or schedule) dollar amounts at registration, not a second percentage of the $40,000 purchase price. Statewide MVST still scales with price. Do not confuse the two.

Highest and lowest rates right now

Among localities currently loaded for Minnesota, the maximum county excise tax is 20% (Anoka / Beltrami / Carlton / Carver / Dakota / Goodhue / Hennepin / Kandiyohi / Otter Tail / Ramsey / Scott / Washington) and the minimum is 0% (Aitkin / Becker / Benton / Big Stone / Blue Earth / Brown / Cass / Chippewa / Chisago / Clay / Clearwater / Cook / Cottonwood / Crow Wing / Dodge / Douglas / Faribault / Fillmore / Freeborn / Grant / Houston / Hubbard / Isanti / Itasca / Jackson / Kanabec / Kittson / Koochiching / Lac qui Parle / Lake / Lake of the Woods / Le Sueur / Lincoln / Lyon / Mahnomen / Marshall / Martin / McLeod / Meeker / Mille Lacs / Morrison / Mower / Murray / Nicollet / Nobles / Norman / Olmsted / Pennington / Pine / Pipestone / Polk / Pope / Red Lake / Redwood / Renville / Rice / Rock / Roseau / Sherburne / Sibley / Stearns / Steele / Stevens / Swift / Todd / Traverse / Wabasha / Wadena / Waseca / Watonwan / Wilkin / Winona / Wright / Yellow Medicine). Those names are live. If a district overtakes the leader next quarter, the sentence updates automatically. On a $40,000 transaction, the high row is $20.00 and the low row is $0.00.

Treat a raw maximum with care when official tables include special districts, CID parcels, or vehicle types other than a passenger car. The regional sections below prefer ordinary cities and counties you would actually put on a title. The appendix remains the complete searchable list.

Twin Cities metropolitan counties

This cluster is where many readers actually live. Hennepin is 20% in the current official rates. The comparisons that follow keep names in the sentence and live amounts in the same sentence.

If you register or title in Hennepin rather than Ramsey, the county excise tax is 20% versus 20%. The gap is $0.00. The purchase price does not change that local fee.

The same passenger vehicle costs $20.00 in local fees in Dakota and $20.00 in Anoka. That is a flat $0.00 — it does not grow when you step from a beater to a new truck.

If you register or title in Washington rather than Scott, the county excise tax is 20% versus 20%. The gap is $0.00. The purchase price does not change that local fee.

The same passenger vehicle costs $20.00 in local fees in Carver and $0.00 in Wright. That is a flat $20.00 — it does not grow when you step from a beater to a new truck.

From one end of this cluster to the other — Hennepin versus Sherburne — the county excise tax runs 20% against 0%, a gap of $20.00 ($20.00).

Named in this section: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Sherburne, Washington, Wright. Other rows that belong to the same counties still live in the appendix table.

Example 1: Hennepin versus Ramsey

Scenario: Two residents register or title the same passenger vehicle, one in Hennepin and one in Ramsey.

Hennepin county transportation excise tax: $20.00
Ramsey county transportation excise tax: $20.00
Gap: $0.00

Raising the purchase price does not change these flat fees. Sales tax, if any, is a different statute.

Example 2: A cheaper vehicle and a dearer one

Scenario: A $4,000 beater and a $40,000 truck in Hennepin pay the same local fee: $20.00.

Beater in Hennepin: $20.00
Truck in Hennepin: $20.00
Same truck in Ramsey: $20.00

If you live in the high-fee locality, you feel it every title or every registration cycle, not as a percent of MSRP.

Two complete examples

These two walk-throughs use the same live rate as the regional boxes. They are not a substitute for a clerk’s calculator, but they show the arithmetic behind the live dollar figures.

Complete example A: title/register in Hennepin

Scenario: A family keeps a passenger vehicle in Hennepin.

Local county transportation excise tax: $20.00
Compared with Ramsey: $20.00
Gap: $0.00

Add statewide sales tax and plate fees from the statutes cited below; they are separate from this local fee.

Complete example B: the same vehicle in Ramsey

Scenario: Identical vehicle, different locality.

Ramsey: $20.00
Hennepin: $20.00

If you live in Hennepin, you are not entitled to Ramsey’s fee.

What these rates do not include

Statewide motor-vehicle sales tax, plate fees, and the extra $75 electric-vehicle registration tax (if applicable in current law) are not this county excise/wheelage official rates.

Common questions

Why isn’t St. Louis County (Duluth) on the official rate data? If a county is missing, it did not appear in this export. Do not invent a fee. Check DVS and that county’s board.

Is wheelage the same as excise? No. They are separate columns. A county can levy one, both, or neither.

Can I trust a screenshot of this article in six months? Trust the live rates on this page, not a PDF. Highest and lowest names update when official rates change.

What if a rate shows as unavailable? The locality name may not match official spelling. Search the appendix and use the official city or county label.

Does a dealer in the cheap locality save me money? Almost never, if sourcing follows residence or first use. Hennepin still pays 20% when that is where the vehicle belongs.

How these rates stay current

Every rate and dollar amount in this article is pulled live from current official data used by Minnesota Driver and Vehicle Services. When an official levy changes, the figures on this page update in real time. Highest and lowest locality names also update automatically.

This is an educational estimator, not a clerk’s receipt. Effective dates, exemptions, trade-in rules, and assessment fractions can be more precise than a single combined rate. When you title, the state’s collecting office is the authority.

Conclusion

Minnesota does not have one vehicle-tax number. Hennepin is 20%; Ramsey is 20%; the live high is 20% and the live low is 0%. If you live in the high place, you feel it as a flat local fee (the purchase price does not change that fee line); if you live in the low place, you still owe whatever statewide tax or fee the statutes below impose. Walk the region that matches your address, then confirm the live row in the appendix before you sign.
